What is that bird?

This would appear to be a Western Gull based on size in comparison to the hapless surfer.

Western Gull has a wingspan of about 5 feet.  Other suggestions, such as Laysan Albatross (78" wingspan, 6.5'), would probably appear much larger compared to the surfer.  Laysan would also appear bulkier through the body.
